North Grenville is a growing municipality located in eastern Ontario housing a unique blend of small town and rural culture. Comprised of an urban center (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital – Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination. Alternatively, for a more leisure journey, North Grenville offers the historic Rideau River managed by Parks Canada.

Responsibilities:

Reporting to the Director of Finance/Treasurer, the Accounting and Tax Coordinator is responsible for processing all tax-related transactions, and for providing support in the overall operations of the Finance Department.

Education/Specialized Training/Skills:

Essential (minimum) Qualifications:

  • Post-secondary education in Finance, Accounting or Business Administration, or equivalent job experience.
  • Completion of the Municipal Tax Administration Program (MTAP), and/or AMCTO Municipal Administration Program (MAP) and/or Municipal Accounting and Finance Program (MAFP) is considered an asset.

Work Experience:

Essential (minimum) Qualifications:

  • Working knowledge of municipal financial legislation and regulations for e.g. Public Service Accounting Board (PSAB), Municipal and Assessment Act.
  • Minimum 3-4 years of experience required in computerized accounting or municipal information systems.
  • Computer literacy in a Microsoft environment, with database management skills and a familiarity of billing software.
  • Strong customer service, interpersonal and conflict resolution skills combined with excellent written and oral communication skills.
  • Excellent organizational and time management skills, and the ability to balance diverse, changing and conflicting priorities.
  • Demonstrates leadership abilities with a team.

Asset (preferred) Qualifications:

  • Experience with VADIM is considered an asset.

Position Description:

Municipal Tax Collector:

  • In collaboration with the Treasurer, assists with the development of policies and procedures related to tax collection, recording, monitoring, and reporting to meet internal and external requirements.
  • Prepares and issues all tax billings, including inputting of tax rates, verification of tax calculations and preparing billing registers and collector’s roll.
  • Receives, posts and balances taxation revenues.
  • Maintains taxpayer accounts and processes adjustments as required, including records of local improvements and any special charges added to the tax roll.
  • Responds to inquiries from clients, assessment officials, legal and banking representatives regarding tax accounts, in accordance with relevant legislation

Financial Management:

  • Assists the Treasurer and Deputy Treasurer with the compilation of finance policies, reports, and by-laws for submission to Council as required.
  • Assists with onboarding of new Finance staff, including senior management.
  • Reviews and approves routine work generated from department staff including cash receipting, invoice generation, accounts payable entry, journal entries, payroll entry, deposits, and other banking transactions.
  • Reviews payroll payment requests including OMERS and Canada Life benefits.
  • Reviews, approves and releases payroll government remittances for CRA payments, garnishments, EHT and WSIB.
  • Consults with the Payroll and Finance Coordinator, Accounts Receivable Clerk and Accounts Payable Clerk.

Compensation:

  • The salary for this position is $63,354.00 to $79,188.00 based on a thirty-five (35) hour workweek and also includes pension and benefits. Includes after office hours including evenings and/or weekends, as necessary.
